Help identifiying possible illicit drug parifinilia?

I came across what looks to be a pipe for something excluding weed. It is approx. 2 and 1/2 inches in length and have a hole on each downfall. It looked like a screw that be unwound but again, it was straight. There be a gum wrapper covering one end possibly to cover smell or other use, it did not smell overly close to weed. It was not extremily in good health hidden, but be out of sight from parents, ect. distinctly it was not expected to be found. I am wondering what this may be used for and am also wondering if it should raise alarm or concern. A connect with a picture resembliing what you muse i may be talking roughly would also be nice, so that i know we are on the same page as to the description of the baulk. Thank you.

It sounds like a crack-pipe. The foil is where on earth the crack is burned.
