What situation can lead to a party failing to shiver when thier core body temperature is too low?

shivering is a reflex to a low core warmth or a feeling of coldness. ive never hear of it not working so probability are you just weren't cold adequate to need it.
Shivering is the bodies defense apparatus against the cold. if you no longer shiver and have not warm the body, you are past the point that a body can assistance itself and survive.
