Answer: THC is the part of marijuana that is to say intoxicating. There are legal THC pills that individuals can take, however smoking it is much more potent because that brings it to the brain faster, in difficult doses. Anyone on medicinal marijuana has a disease discouraging enough that benefits (increased appetite, lowered anxiety) outweigh the risks of smoking.

to the character above. THC pills dont allow the person using them to control how glorious they get, you can't a moment ago take a hit and linger for the effects, you have to pop the pill and hold on for the ride.
You can fashion your own MJ pills that have adjectives the chemicals in it, and are far easier to control because you control the dose put into the pill.
