I am not up to date with law pertaining to medicines within India, but I do know in the USA herbal remedies are not controlled by the FDA and are not controlled within any way bar at the manufacturers discretion.

That said, near are substances that are illegal to put contained by herbal remedies and the laws pertaining to controlled and bent substances would also encompass and apply to herbal remedies.
