a reputable site won't send it to you if it's illegal for you to own it. the site should have a list of states that they will or won't send to.

While it is legal in some states it is illegal within others. Do you have a smoke shop (head shop) in your area? If you do check them out if they enjoy it then it is legal if they don't ask them why they don't have it may simply be because they newly don't want to carry it.
